Synectics established a central database repository that housed all electronic data resulting from environmental work conducted at the Titan IA Missile Facility, including technical data, project documents and geospatial data.
Online data entry forms were provided as needed to support all types of data being entered into the database for the project. Provision was made for either manual entry of individual records or bulk loading of large quantities of pre-existing electronic data for each type of data to be loaded into the repository. Data was screened prior to loading for compliance with format specifications, valid values, and project specific requirements.
The system also accepted electronic project documents in Adobe Acrobat Portable Document Format (PDF), and electronic photographic files in JPEG format as well as geospatial data in ESRI Interchange, Shapefile GIS formats and various CAD formats, as required.
Individual user accounts were provided for each project team member. Each user account had permissions to perform specific database tasks based on group membership specified by the USACE. Sufficient groups were established to ensure adequate granularity. For example, data generators (laboratories, contractors, or those inputting historical data) had submission rights only, data users had query and export rights as needed, and managers had full rights to all data. The USACE Project Manager provided a list of those team members to have access to the system and those who could submit/modify data. Changes to team member access was communicated to Synectics via the Corps Project Manager.
The data in the central database repository was stored in SQL Server, Microsoft's Enterprise Level database, and accessed collaboratively over the Internet by a wide variety of stakeholders, which included engineering firms, the USACE, regulators, and real estate developers.
The database was also accessed for data entry by laboraratories and data validation firms. This project involved the following activities:
- Maintain a central database repository, user accounts, user groups and system rules, as defined by the USACE
- Recover available historical electronic data (technical data, project documents and geospatial data) as requested
- Operation and maintenance of the central database repository for a period of twelve (12) months, renewed annually, during which time electronic data resulting from ongoing environmental activities were loaded
- Provided data management support as requested by the USACE, including training, technical support, programming and occasional data entry
