Synectics has provided technical consulting services to Tooele Army Depot (Tooele) under their BRAC and IRP programs since 1999. Synectics provided an outsourced information management system that includes ongoing operation and maintenance support. Tasks performed included:
- Onsite meetings
- Quality assurance/quality control
- Providing facilities, equipment, systems and personnel necessary to support the collection, processing and management of electronic data resulting from ongoing environmental activities at TEAD.
- Electronic data may include electronic tabular data, geospatial data and electronic documents
- Maintaining security, traceability and control over the electronic data set on behalf of the U.S. Army Corps of Engineers (USACE), so as to ensure legal defensibility and ongoing usability of the data
- Providing electronic data management training and technical support to the project team, as requested by the USACE
- Providing for the ongoing delivery of final electronic data to the USAEC in ERIS compliant format
- Sending "snapshots" of final electronic data to the USACE quarterly, and at the conclusion of the period of performance
Preparing a Data Management Plan
In addition, Synectics prepared an online Data Management Plan, which provides guidance to all project team members on topics associated with assimilating technical data into an information repository. The final version is maintained on a project Internet site and configured to provide access to all team members. This included system documentation which is maintained by Synectics.
Synectics facilitated the incorporation of various contractor and subcontractor’s data into the Tooele project database, which is operated using SQL Server, Microsoft's Enterprise Level database. Locational, analytical and ordnance data is collected using a web-enabled data submission tool (for data screening). All submitted information was reviewed to ensure compliance with appropriate regulations. Custom review tools were built for the Tooele project based on design requirements developed for the Tooele project manager, and these tools were implemented for use by the project team.
Synectics evaluated various information management technologies for the Tooele project, and incorporated the most appropriate tools into the data management system as applicable. Technologies include real time field data acquisition, geographical information systems (GIS), and various protocols for secure transfer of information between networks.
